Downloading isn't much of an issue on my end, as plenty of public characters are hosted on third-party websites, but Mugen Archive (as the name entails) is a wonderful reference as its character-base is huge. A lot of times I'll browse of characters with eye catching descriptions or pictures, then I'll check out game play footage if available to see if it's something I'd even want to download.
