Steve from Resident Evil: Code Veronica. I hate his stupid, cringey voice so much. Everything about him is so rage-inducing. You kind of just wish Claire shoots him in the head 'by accident'.

Edit: I also loathe the Kombat Kids from MKX, apart from Takeda. They are just lazily written characters in my opinion. However, they're at least better than Mokap. Possibly the dumbest fighting game character ever made.
