Motaro from MK3. He's a menace to society, the embodiment of nightmare.

Frieza from Dragon Ball.
A galactic tyrant, who mericilessly conquered races and wiped out planets with a swipe of his hand. Killed thousands on his quest to find the Namekian Dragon Balls be it warriors or just children.
Blasted his soldiers countless times for minor disobedience, and even in the Top beat his opponents to near death before throwing them off the arena.
Dr. Robotnik from the Sonic Fleetway comics comes to mind.
In the European comic series, Robotnik had seized control of the world and for the longest time, Sonic fought to free that world from him. However, after he was ousted by Sonic, he returned and regained control of the world, this time going from a passive dictatorial rule, to an outright oppressive regime, only to be defeated again by Sonic and his allies. He would keep suffering defeat until he reached a breaking point, where he decided if the world was to reject his rule, then he would deny the world a future without him, and proceeded to siphon power directly from the planet to become a god. Of course, Sonic did defeat him again, averting what would have been complete and total Armageddon.
However, this version of Sonic's nemesis will always remain as the only incarnation to have ever willingly attempt to destroy the world, all because the world rejected his initial (albeit unfair) peaceful rule.
