    Decent gameplay would be for the best. However, as long as a character is fun and overall enjoyable, I am rather flexible

    simply that it has decent speed and the attacks are easy to pull off, as long as a character falls under those requirements i can work with it and make my mugen roster a balanced one.

    IMO it's the gameplay.

    Each attack needs to have different amounts of damage so that it wouldn't feel too "fixed". You can have a movelist with a large amount of attacks to choose from, but having all the attacks with the same amount of damage would add nothing to the gameplay and you can go through an entire match with only one move out of all the attacks.

    The speed of the attacks need to differ for each move. Moves that deal small damage should be at fast speed and stronger attacks that deal more damage should be slower. This is so it can allow the fight to not only be fair for the opponent, but strategic. You know in Smash Bros. how the speed of the Falcon Punch is slower than the rest of Captain Falcon's attacks? Yeah. You get the point.

    A decent custom AI. Not too hard, not too weak. I have a feeling that people just make the AI of their creations super hard because they're afraid of their character losing many times. It is not a game without a challenge. With no challenge, there is no battle. That is why the words "game" and "tournament" exist. To have competition against one another. A brutal AI defeats the purpose of those 2 words.

    The originality of a character. Spriteswaps do not make a "new" character. The gameplay would stay the same with the "new" character as it is with the character that it was built off from. A new character does not need new sprites over older sprites and be labeled as a "brand new character". Differ the coding. Differ the attacks. Differ the character's .cns and .cmd files. If you're going to make a new character, have the gameplay differ in it's attacks rather than just changing it's visual looks so it would feel like a real edit. If you're making a separate new character, don't take sprites from other creations, build newer sprites on your own or off of a non-mugen sprite sheet and code the sprites into a character.

    To me it's just AI and how good the character looks when fighting. Even if it's a god tier, if it looks interesting it's cool in my book.

    Boring answer but this is a personal question rite, i love the current development in special effects design, and how fast its growing and how beautiful some current edits already are.

    The AI by the way as i always play alone against the AI it must be challenging otherwise there's no fun and most AI's are way weaker than they should be.
    Well i create AI's myself but it would take ages to do AI's for everything that i have.
    And i hate cheap AI's like in most edits, thats why i don't download much edits anymore.

    Gameplay first, sprites next. I can't stand ugly, choppy, poorly made, cardboard cutout characters.

    ive gotta be honest. overall quality. it bugs me when there's a sprite missing... the character looks and/or plays like garbage... or the uploader promises a good character. only to be met with sheer disappointment. also. unusually small sprites bug me.

    If it's an original character, uniqueness and craftsmanship.

    To me, design and how well they're coded. I want a character that looks unique or cool and has some rad moves. Also, AI that actually gives you a fair challenge. :U

    gameplay/gameplay style is very important. Also AI. Those two make a great character

    So, i love the Design. I like to look at the Character Closely (I know it sounds weird). But for PRO players its probably the play-style. Good abilities, etc.

    For characters from specific fighting games, I look for accuracy to the source material. For other characters, I look for well-balanced, unique gameplay and craftsmanship. For OTT/joke characters, I look for flashy supers, broken gameplay (one way or the other) and funny animations (glitches can be part of the experience with these guys).
