Tbh, Sans. I know there exists versions of him, but they all suck super hard and there is also not rly a moveset designed for him and he doesn't fit into a fighting game. Same goes for Cuphead. Sure he can shoot, but the rest of the moveset would just be random.

I think that the dumbest character one could make would be Koopa The Quick (Mario 64) or the M. Bison Elmo (Sesame Streetfighter)

I personally say anything goes when it comes to Mugen, personally I just like seeing different stuff and how it translates to fighting games.
