Aseprite. Most sprite friendly software, you can get it on steam

I actually use MS Paint for my sprites on average, but I just do it pixel-by-pixel...
Valo, however, specifically has some effects I had to edit in FireAlpaca...
They would only appear if you come at him with a null/supernull/any other character type that messes with MUGEN coding, though...
