I think publicly they should not be allowed because when I first got into Mugen I wanted to find the perfect op char and in my search, my computer was basically useless because I had on accident downloaded char that contained malware, and I lost things like photos I can't get back and much more, so publicly no they should not be allowed, but I do think that if you want to do some sort of dragon tier war in private then sure just don't disguise them as normal characters and go public with them.
