I am new to MUGEN and want to create a roster of characters. So far I have downloaded quite a bit of MVC arranged themed characters because they all seem to share similar movesets and art style.

If I wanted to have a large roster of fun characters is there a certain thing to look for? I found a MUGEN preassembled game that had around 1300 characters but they all function differently with varying levels of quality and it just feels bad.

Mortal Kombat characters I found on here all seem like reskins. If I wanted to curate a large library of characters that would be good together in a fighting game what should I look for?
