There's a difference between being a flawed and being a evil person, and people kind of mix up these two.
If someone has just one or multiple flaws, which aren't that huge, they aren't evil people. Just flawed, because nobody has ever succeed in being a perfect person. If we expect perfection from anyone, we will be disappointed. It depends, but flawed people aren't always evil or scums on earth, some people just don't like imperfection.
Evil people... You know, the usual. R*pists, animal and/or human abusers, murderers etc. They have done unjustifiable things, they, in my book, are evil.
Flawed people aren't, unless if their flaws are being evil. But you know, i am talking about GOOD people that are flawed, someone who can mess up once or twice, but despite their faults and mistakes, they are still good human beings, and don't wanna hurt anyone.
