Just scale it in CNS or with localcoord. If you use CNS scaling, you will need to code the character accordingly.
localcoord is a DEF file setting added in Mugen 1.0 that goes in the same section asname and pal.defaults. Default is localcoord = 320,240. Mugen doesn't read the Y value, so you can just modify the X value and put whatever you want for Y.
This gives me a character scaled down by 74% or so (320/432). I like using intervals of 4/8/16/32 etc, but you don't have to. localcoord = 640x480 is 50% smaller than default. I told you. Bigger number = Smaller. So try something like 640 first, and then try over and over until it works.

it's a useless effort to resize the sprites graphically with FF editor, photoshop or else...
you just need to play with the "scale" values at the beginning of the CNS. But I guess there are other values like head position, etc... according to size so you have to change them as well.
I don't even know why doubling the size of it like that, it just looks huge. Just revert to the original size ratio of the sprites, wherever you ripped them from, and use scale = 1.5,1.5 if it's too little.
Simply scale it in CNS or with localcoord. In the event that you utilize CNS scaling, you should code the character as needs be.
