Help !!!!!

So i was looking through some characters and i came across Static Shock ....
I wanna make a better more efficient version of him because honestly the one we have now completely sucks ..sorry to have to say it

so can someone first give me a run down on how to create my own characters the fastest way and then how about some insight into how to make a better version of static..

probably means "closer to a professional character". in that case it's gonna be though as a lots of skills are required, there is no " fastest way " unfortunely. you have to
- study drawing
- study pixel-art / sprite animation
so you can "decent" graphics, then...
- study MUGEN coding
so you can turn your graphics into a char (there are a lot of threads in this board talking about this same argument, I guess you can look at each one of them as they have the same answer all the time, in shorts: check the "docs" folder of your MUGEN root, if you have the official release)
Then
- rip the sounds off a valuable source and add them to your char
and... ta-dan! your char will be completed.
but it's not a matter of days.
it may be a matter of months.
unless it's a quick frankensprited edit with blocky movements (which are supposed to look smooth, but they still look blocky).

Kinda like what Milano was saying I want a static shock character that’s pretty much as close as possible to the marvel characters such as spiderman, wolverines and Deadpool . I want him to be a little more mobile than how he his now .

anyway, if you want it more "mobile", well characters don't just move by themselves. they're a series of frames, each frame is a drawing. so a full character is made of tons of subsequantial drawings. unless you find a graphic designer and make him/her draw that for you, you have to draw each sprite ("frame") on your own. and that will take, obviously, the right time and knowledge. there's no fast way, unfortunely.
we say in Italy
"presto e bene non vanno assieme" means "good and fast will never last (together)"
probably that creator didn't develop enough skill to keep his creation over the concept/brief sketch stage.
but that doesn't mean bein unsuccesfull. "Shooting stars" meme started like that.
