Master Chief, He's just very dull and yet, unstoppable. Kind of a boring combination.

EDIT: Actually, make that James Sunderland of SH2. I would say Eddie Dombowski, but nobody likes him so he doesn't fit the question. His initial actions make me rather hate the man, despite (and also due to) him being a rather pleasant, if unusually muted, man.
