My favorites from the original roster are usually Blanka, Zangief, and Akuma. (Seriously, am I the only other person who actually likes Blanka as a character? The other guy being Yoshinori Ono. Pfft.)
For SF3, it's Alex, Q and Makoto.
From the EX games, Skullomania, Garuda, Doctrine Dark, C. Jack and Hokuto. (I always thought she looked pretty when I was younger. Maybe that's another reason why I kept playing her.)
As for the more recent games like SFV, the only character I legitimately enjoy is G. He's seriously one of the few good things about that game.

My favourite to play as is Chun-Li though. She's the first agile and fun fighting character I've used when I was young.

Looks wise: Guy. Dude has a pair of Jordans on, AND he's a ninja. Really doesn't get cooler than that. To play? Akuma, probably. He just seems to have too many cool unique tools like a jumping fireball and a teleport.
