How do I make a command list feature in mugen?

Hey guys. I'm new to Mugen and was wondering on if I can make a command list feature as I want to make my own Mugen Game.

If you mean on this website, you gotta rank up first. If you mean an in-game menu, that probably involved freezing the timer and having a png of the moves listed show up on a button press, and then the timer proceeding with the image going invisible or going away when pressed again, probably by learning and using vars. Otherwise you can just type it out on a notepad file in each character's folder. Not sure if it's so complicated you'd be jumping the gun or not but that's how you could do it in theory.
