gosh where to start.
This might not be the answers you are looking for, but in my opinion I think it is the best advice that you can receive from anyone on this topic.
Before you consider conversions or style implementation, I cant emphasize more the importance of learning the basic fundamentals of character creation.
Do as many youtube searches and forum help thread searches as you can and do some trial and error until you have a clear and concise understanding of the character creation process.
This means a basic understanding of States, Helpers, Explods, COllision boxes, the .air format, and so on.
Once you have those basics down, you can start looking at existing characters that already use the groove system, and decipher how that was implemented in those characters by creators in the past.
The golden standard for the CVS2 groove bar system til this day, still is by fay the CVS2 character conversions made over 10+ years ago by the Japanese Mugen Creator Warusaki3.
His characters have served as the base for countless character remakes and edits, and even the popular POTs style that is still a staple in the mugen community.
If you try and skip the basics, or ask for a reach out straight off the bat when starting, it may get you some fast initial progress, but then you will be always relying on the help of others
to complete your character, and are ultimately handicapping your own progress and potential.
But if you seek out the information by yourself and do lots of trial and error, eventually you will come to your own understanding and what was hard yesterday will be easier tomorrow.
A good place to start would be with Ryou's Character creation tutorials on youtube. I'm sure there are many more but it covers alot of basics.
After that, you will be able to download some Warusaki Characters and then mimic/implicate the same systems into your characters with a whole new understanding on how the process works.
