Unless you give every player the same pause menu and elaborate code to "navigate" within it, I'm not sure how that'd even be possible. My forte is making characters so I could be wrong but, the answer is usually just digging through every little step of how you think it'd might work and combine it all together using variables and triggers

Perhaps if you make a specific topic in the mugen development help section you may gain some additional info.
One thing I can say though is that the way Mugen handles Pause is not the best compared to say IKEMEN
