Crazy-Catastrophe (the WinMugen version, anyway) is probably the best - or at least among the best you can do when it comes to cheap characters that will at least act like they're actually fighting their opponent. After that, you just get into those mundane null edits that just stare at the enemy (or the even worse are the ones that are literally viruses).
EXECUTION,V-Donald (12p) or Will Of Demise can kill Crazy Catastrophe easily,the reason? %sn defence,no hitbox or null edit.
It's true, C-C has been overthrown since he's a fairly old character. But he's a good candidate for any OP roster, which is why I mentioned him. Out of curiosity, are those characters you mentioned strong enough to beat higher defense characters, like Phantom Mizuchi Abyss, Generanai, or Osaosa? Those three managed to survive C-C and OMZ, so I thought I'd ask since I have yet to see them K.O'ed by something that isn't one of those still image super nulls.Quote:

I HAVE FOUND THE MOST OP CHAR!!! It is a JUS char, scp173, also known as the statue. Literally it does not take ANY damage, I have tried out a lot of chars against it and they cannot inflict any damage. Its only move is a one-shot. You can find it on the first few pages of JUS Arranged.
Ultra Ultimate Kars. He is fast, can stop time, has an immense amount of health, has crazy health regeneration, can fly, does insane damage. The only way to beat him is one of those attacks that erase the enemy. If you just want boring op use Xeno or Whis from dragon ball.
I personally don't think that characters that will change or remove files without the user's consent should really count as "characters". I feel like at some point a line gets crossed and it's just malware (especially the "Dragon Tier" stuff that's more about gratuitously breaking your computer rather than simply defeating the in-game opponent). But, like what was said by the user above, it's up to the individual's taste.
As for JUS Scp 173, try something with OP reversals to beat it, such as Omega 61 or 2nd Death Star.
Also, even though I'm sure these characters are way outclassed, I'd like to mention that Geirolul, Hyper Kung Fu Man G, and My Ancient Crab (12p) have very good offense on 1.0+, as they can K.O. some characters that most 1.0+ characters struggle with (Genjitsu, A-Bomb MK2, Devil's Eye 12p, etc.) However, the cheapest in that arena that I've seen is Gunvolt+ (11p), which is a private betting site exclusive for 1.1 that can beat most characters before the round starts.
Of the cheapies that actually feel like legitimate playable characters, i'd put your bets on Crazy Catastrophe, Rare Akuma, and Chuck Norris. They're outclassed, sure, but they don't give the opponent a heart attack just for existing in the same roster.
Of course, your mileage may vary and you won't live the Dragon-Tiers down, but Dragon-tier cheapies are not in circulation for obvious reasons.

I mean, obviously every cheap character every, but even then, not all of them are exactly OP, some of them are just broken.
If you mean legitimately OP characters, then something like Rare Akuma LVL2 would be OP.
I’m pretty sure The Duane is completely unkillable and one hits everything. Not really the fun to play op but definitely fun to get in random
Iirc there is this one OP Orochi Iori back in the early 2000's with really good dash skills and deals serious damage with super easy cmds
I haven't really come acros any OP character other than MABLE PINES, some how she destroys all other competition and her combos are unmatched she may look like a badly rendered PNG but no other character in my roster stands much of a chance without using near 100% of their ability.

Most powerful character I could find was either A.I. Channel or SSSSSSl. A.I. Channel is a retrace tier I think?? SSSSSSl is a frost tier or a top tier SN. It didn't disable the task manager for me, so it's safe. But still use it at your own risk.
