Me 2 actually, I think that it's in fact my most powerful character that I have rn
I have Abyss from Marvel VS Capcom 2 and considering he has both a lot of health and 3 forms I find using him pretty useful, I mean I know a character can regen health in training mode but I just like using Abyss, especially since if you drain his health bar entirely he will actually transition to phase 2 and if he's in phase 2 he will transition into phase 3.
KFM since he is built into the game by default in most situations.

an edit of Xslaught's Sentinel with improved AI and no strikers. If a character can hold their own against him, they belong on the MVC roster for being good enough. The character also applies pressure from a distance so it's a good way to test CVS dodges and MVC push blocks. Big hurt boxes too for testing combos.

Sometimes I crank the in game "Difficulty" setting to the max, and use the "Watch" mode. Other times, I just hope I encounter them in Arcade mode. If I beat them too easily, I remove them. If they're too hard, I remove them (but now that I just learned how to set arcade orders I might save the chars with harder AIs for the end).
Ryu from Cvs2 as i make cvs like games is the perfect parameter
I don't like having characters in my roster with bad AI. So I tend to use an easy, a medium, and a hard character to get a range. If my character's ai beats a character that I think is just ridiculous, I make my character's AI dumber. I don't want them to be cheap or dumb, or else I just got lazy, and everyone suffers for it. The Juggernaut ***** is the highest difficulty I'll allow my character to beat, but even then it needs to be a really close call. I'll also use Cloud by Infinite because I consider his AI to be pretty cheap, spamming the same move, and I'll see if my character's AI will beat a spamming character sometimes. If it's a 50/50 ratio on something like that, I know I'm headed in the right direction ^^

Warusaki's CVS2 Ryu. If a character needs adjustments to scaling or something, I base it on CVS2 Ryu. And he seems to be a good character for testing hitstate results and such...
If I need to test beating up on a character, I'll use one of mine or something. I can tell if the AI is really bad or the character is weak if I can mow them down with any of my low-tier stuff.
Eventually, I might test AI vs AI, so I test against my Andore, CVS Violent Ken, and some others. If it's a crazy powerful character, I have some bosses for that.

MateoG9's Asta(Jus) and Null's Hitman(Normal size) both for testing AI and I use Tekken 4 Jin (I can't remember the author) for testing the size of characters along with their walking speed
I use my Raditz because he's only a decent fighter with good ai so, if the new one manages to lose to him, I'll get rid of the new character depending on who it is.
I will use Aqua from Konosuba or Tohsaka Rin from Fate Stay Night.
I usually test new characters against Kung FU man because I know that his height is always right and that he is (somewhat) balanced
Jaune Arc JUS. His AI is abysmal, and if any character can get over his shield bash spam, then I know they're a keeper.
I have seen before some characters with adjustable difficult in their files, and some of them have 8 difficult with 4 being pre set for vs player and 4 vs AI, you maybe loosing some characters that could be good opponents
This is probably a basic answer but I usually use kung fu man idk he's just such a classic.
