Probably Street Combat for the SNES. As much as I love Ranma 1/2 (And I'm annoyed they replaced the Ranma crew with generics.) This just isn't a good game.
The worst fighting game that ive played was a anime 2d fighting game like street fighter. it wasn't good. very laggy and moves would bug out half the time.

They ruined the Game after Launch, it was actually playable & very Stable at Launch...
If I remember right the 1st or 2nd Update for the Game that included a Character is when the Game got ruined...
Besides the Gameboy ports of most 90's fighters. Eternal Champions was just impossible and so slow to play, that and they tried to be cool with all the blood but by then it just became passe.

its my childhood but not a good idea of a fighting game theres moves that you can just spam and it will work. even if you block you will be stuck there until you let go of block kind of unbalanced

I genuinely don't remember ever playing any fighting game other than mvc1 and street fighter 2 if I even played those and I'm not having false memories and both of them are good games imo.
Worst fighting game i played was Mortal Kombat vs DC Universe. The fatalites and heroic brutalities were just awful. The story was alright not awful but nothing too great either.
easily, DBZ Tenkatsu and Extreme Butoden, really awful games with really atrocious mechanics and in the case of Tenkatsu, horrible graphics

I don't had encountered worst fighting game yet.
Easily Shaq-Fu, but then there's been some absolute stinkers over the last few years... FIST (PSX or Saturn version) was pretty bad, although Star Wars: Masters of Teras Kasi was honestly just DIRE.
I know that faaaar worse exists, but I think the worst fighting game that I remember pretty well is Xena: Warrior Princess: The Talisman of Fate (on the Nintendo 64).
Although if I went back and played the demo for CyberGladiators (1996, PC) again, I suspect this game would probably take the cake. It was probably everything bad about that era of 3D action games, but excused by my young mind by the absence of good competition on the platform. I can't post links yet, but I encoruage you to take a look at it on YouTube. It's... a trip.

I have never really played a "bad" fighting game. The only ones I would not consider "up to par" are like some old OLD flash games from like miniclip and what not. I guess my worst experience with a fighting game was probably with the KOF mobile games (the ports not the gacha rpg one). The controls were really cramped, and it was kinda hard (for me) to play it a lot.
