Good luck trying to play Windy X Windam. It is such an obscure and god-aweful fighting game on the Nintendo DS, that I doubt you can even experience its bad.
Infinite loops, broken hitboxes, nonsensical story, and so much half-assed spritework. Only good thing about it is that it has Izuna and Shino as characters, if you even care about them (like i do)

I haven't encountered anything that's "so bad it's horrible" yet, most of the bad fighting games i've played are "so bad it's good" in terms of quality.
In a random twist of events, I'm not gonna troll you guys and say the name of certain crossovers or 3d games. Probably the worst one i've played is Hiryu no Ken S: Golden Fighter. Good god, the game is SF1 levels of clunky and unresponsive. Another issue i have with the game is that I thought it would have some creative abilities since there's beat-em-up, VS, and Turn-based modes but apparently there aren't any.

In all honesty, I haven't really encountered a fighting game that I truly hate, due to me insulting some games due to rage, HOWEVER, Marvel vs Capcom Infinite has to be the "worst" one for me. The game barely provides any challenge at all along with it's lack in roster and rushed animations/supers. Honestly, the gameplay can actually be pretty fun but it's way too easy to learn, and WAY too easy to master. Even a 4 year old can body you in a matter of seconds, not from experience but as an example. I haven't focused too much on a variety of fighting games but considering how the previous entries of this game's franchise were way better in comparison and still aged pretty well, it's definitely my "worst" one.

I'm gonna say most of the DBZ fighting games are like that for me. The early ones are extremely clunky and overall repetitive, while the later ones are... egh. Budokai is a horrid Tekken knockoff with way too many characters who play exactly the same, along with many mechanics that are way too flashy and button-mashy. Tenkaichi is pretty much the same thing, only from a 3D perspective. Xenoverse is basically that with a create-a-character mode. All of them also have too many modes and too many collectables that don't add to the fun factor at all.
The only exceptions I've encountered so far are Super Dragon Ball Z for the PS2 (kind of) and, of course, Dragon Ball FighterZ. But that last one is kind of obvious, since it's a legit ArcSys game with a great roster, great gameplay mechanics and a legit competitive scene. I won't be the least bit surprised if it shows up at EVO.
I know plenty of fighting games that make these look like a new Guilty Gear game, but I don't even bother with the really garbage ones.

and Killer Instinct Games, i get outraged when i can't do like the CPU

I love Mortal Kombat, my favorite being Trilogy. But the GameBoy and GameBoy Advance Mortal Kombat games are horrible.
Is fighting games on mobile counts?
Because once I've encountered a "fighting" game on mobile store. I forgot what it's called, but the theme is urban-city corporate people that fight over something... idk. But the gameplay is downright horrible; one button for punches (it fells like a spam button rather than doing combos), hitboxes is either unfair or nonexistent (there's a big-sized character that have small character hitboxes), and supers/hypers that are confusing to input (it says press twice, but when i press twice, it punches twice rather than doing supers), not to mention that it was online, hence the mobile games, and pay2win system.
Overall, It's so bad, at least for me...
Primal Rage on the Gameboy, just look at how clunky it looks. Why they tried to port it?, I have no idea, the Gameboy was too under-powered to handle it

From what I've seen, the Gameboy Mortal Kombat games are just as bad as this port of Primal Rage, if not worse.
As for why, I'm assuming it's a marketing tactic. How cool is it to take Mortal Kombat/Primal Rage/Street Fighter 2 with you and play on the go (if you're a teenager in the 90's)?
Also, MK1 Gameboy even allowed you to play as Goro after beating it once. That must've also been a big selling point of the port.

The worst that I've played would be the Sega Genesis port of the original Clayfighter because that game ... I can't even grasp what the team porting it was smoking due to the glitches and how easy it is to trigger(& exploit) them. I've seen & played the SNES version and while not great at least it doesn't take a crap on itself.
There's a lot of really crappy and obscure games out there, but as far as mainsteam stuff, it has to be Teenage Mutant Ninja Turtles on the Sega Genesis. That was a totally dreadful game. Really ugly and not fun.
